net-entreprises is an official service offered to all companies and their representatives (chartered accountants and registered business advisory centres (centres et associations de gestion agréés) by the institutions of the French Social Security system in order to allow them to declare and pay their Social Security contributions on a secure website which is simple to use and free of charge.

If your company does not have a place of business in France but must pay Social Security contributions for employees who are subject to the French Social Security system, it must be registered with different institutions before it can declare and pay contributions.


The E0 form allows companies to register with these institutions

The E2/E4 form is used to notify these institutions of any change or termination of your company's activities

The E0 Form enables you to complete several formalities related to the registration of your company. Upon receipt of this form, the URSSAF collection office of the Bas-Rhin region will carry out all administrative formalities with:

  • The Insee (the French office for statistics)
  • Assédic (Unemployment insurance agency)
  • Direction départementale du travail, de l'emploi et de la formation professionnelle, DDTEFP (Directorate for Work and Vocational training)
  • Caisse régionale d'assurance maladie (regional sickness fund)

Once your company's registration is complete, a SIRET identification number will be assigned to the company.


Please note:

  • You only need to register your company once.
  • An account, or SIRET number, which is valid for all employees who are subject to the French Social Security system, will be assigned to the company. You will have one single account for your company and not one account per employee.

Who must register?

All employers whose undertaking has no place of business in France but whose employees are subject to the French Social Security system must register.
If this is the case, the company must pay Social Security contributions for employees who are subject to the French system.

Employers can appoint a single representative by written agreement (soon available on this page) provided that the person resides in France. The representative must ensure that all the company's social obligations regarding payment and declarations are carried out for the whole of the workforce. This representative can be an employee. Do not forget to enclose the written agreement with the E0 form.

If you choose not to appoint a representative, you, the employer, are responsible for the declaration and payment of Social Security contributions.


How to register

The E0 form must be completed on-line, printed out, signed and sent by mail to the Urssaf office of the Bas-Rhin region at the following address:

What other steps must the company take?

Upon receipt of the company's identification number (SIRET number) you must:

complete a "déclaration unique d'embauche" form each time you hire a new employee,

declare and pay Social Security contributions each month or each quarter (depending on the number of employees) using the ("déclaration unifiée de cotisations sociales", DUCS) form.

You must then select the following institutions so that they will receive your contributions:

If you have a bank account in France, you can pay on-line via net-entreprises.fr. If not, you can arrange for a transfer to the bank account of the institution:

once a year:

  • declare how much employees have been paid during the year by completing the "déclaration annuelle de données sociales" (DADS),
  • complete the DRA (déclaration de régularisation annuelle) which enables the Assédic agency to calculate your company's contributions.

The E2/E4 Form is intended for foreign undertakings who have no place of business in France but who are already registered (and have a SIRET number) and who:

  • are changing company name, address or mailing address,
  • are opening a place of business in France,
  • are terminating a business activity,
  • are starting a new activity,
  • are terminating work contracts for employees who are subject to the French Social Security system,
  • or who are changing representative.

How to report a change of situation

The E2/E4 form must be completed on-line, printed out, signed and sent by mail to the URSSAF office of the Bas-Rhin region at the following address:
